OSM Equity in Public Purchasing and Contracting
½ûÂþÌìÌà Bond Program Equity Initiatives
The ½ûÂþÌìÌà Office of School Modernization (OSM) is working to ensure that our bond-funded construction projects provide equitable & inclusive job opportunities for local businesses, workers, and students as it relates to Purchasing and Contracting for ½ûÂþÌìÌà bond-funded projects. With a three-pronged approach to equity in contracting, ½ûÂþÌìÌà is focused on ensuring the youth are prepared for their next steps in life and join the workforce. We want to ensure our former students and the entire community have the same opportunities as everyone else and are able to grow, thrive, and prosper in a safe and respectful environment.
And finally, we want to help them move on to becoming leaders, role models, entrepreneurs, or whatever they choose. With our focus on three distinct stages of life, we hope to help build an equitable, fair, and sustainable community that can thrive now and far into the future.
Business Equity
The District will provide professional, supplier, construction and personal service purchasing and contracting opportunities to small businesses that have been historically under-utilized, including businesses owned by people of color, service-disabled veterans and women.
½ûÂþÌìÌà GOAL: The district shall strive to achieve 18% COBID/OMWBE Certified Business participation*.
*Certified Businesses can fall into 3 categories: certified in Oregon as Minority-Owned, Women-Owned, Veteran-Owned, A Disadvantaged Business, or an Emerging Small Business. certified in Washington as Minority-Owned, Minority Women-Owned, Women-Owned, Minority and Women Owned, Socially and Economically Disadvantaged, Public Works Small Business Enterprise, and Finally certified in OR, WA, or CA as a Disadvantaged Business.
Contractor Workforce Equity
The district will ensure apprenticeship opportunities in the construction trades and will promote construction employment opportunities for people of color and women.
½ûÂþÌìÌà GOAL: The district shall ensure 20% apprentices, with aspirational goals of 25% minority and 14% women for both apprentice and journey-people workers.
Career Learning Equity
The District provides career learning opportunities for students, providing them with exposure to various potential career paths, including, but not limited to, architecture, engineering and related services, legal and accounting services, as well as building trades and construction work.
½ûÂþÌìÌà GOAL: Prime contracts over $100,000 and under $1,000,000 shall provide 2 opportunities per year and all contracts over $1,000,000 shall provide 4 opportunities per year for ½ûÂþÌìÌà students." to read "½ûÂþÌìÌà GOAL: Prime construction contracts over $1,000,000 and under $25,000,000 shall provide 4 opportunities per year and all construction contracts over $25,000,000 shall provide 6 opportunities per year for ½ûÂþÌìÌà students. & Prime architecture, engineering, and related services contracts over $250,000.
½ûÂþÌìÌà (½ûÂþÌìÌÃ) is committed to addressing disparities and barriers often experienced by women-owned, minority-owned, veteran-owned and emerging small businesses, and we support equity for the community in all of our procurement. ½ûÂþÌìÌà aims to increase transparency, accountability, and equity.
