403(b) Plan Tax Deferred Annuity

The 403(b) Plan is a voluntary (optional) supplemental retirement savings program offered under section 403(b) of the Internal Revenue Code and is called the Tax-Sheltered Annuity Plan ("TSA Plan").
The ½ûÂþÌìÌà 403(b) Plan is administered by PenServ. ½ûÂþÌìÌà offers the following types of 403(b) Plans for you to contribute to:
- Traditional (before-tax) 403(b) Plan; and
- Roth (after-tax) 403(b) Plan, subject to vendor acceptance of such contributions.
All contributions to the ½ûÂþÌìÌà 403(b) Plan are made by the employee. The District does not contribute toward the 403(b) Plan and there is no Employer Match.
Eligibility to ParticipateAll employees are eligible to participate.
IRS 403(b) Plan Contribution Limits for 2025
- $23,500.00 applies to employees under Age 50 at the end of 2025
- $31,000.00 applies to employees age 50-59 or over 63 by the end of 2025
- $34,750.00 applies to employees age 60-63 by the end of 2025
- 403(b) Special 15 Years of Service Catch-up: Up to an additional $3,000***

*NEW* The ’Age-Related Catch-up Limits’ above apply for the first time in 2025 as a result of the SECURE 2.0 Act. A new ’Catch-up Contributions Must Be Roth for Highly Compensated Participants’ requirement becomes effective in 2026.
Enrollment & Changes During the Calendar YearTo enroll or make changes online in PeopleSoft Employee Self-Service (ESS), follow the .
- You may enroll in the ½ûÂþÌìÌà 403(b) Plan at any time, subject to payroll deadlines.
- You may start, stop, increase, or decrease your contributions to the ½ûÂþÌìÌà 403(b) Plan at any time, subject to payroll deadlines.
- Traditional (before-tax) 403(b) Plan; and

Rollovers
You may be able to rollover retirement account(s) from previous employers into your ½ûÂþÌìÌà 403(b) Plan.

15 Years of Service Catch-up
Based on all three of the following qualifying factors being met:
1. Employee must have 15 Years or more of full time service with the ½ûÂþÌìÌà (this does not need to be consecutive, there may be gaps in service with the employer)2. Employee must have deferred an average of less than $5,000.00 per full time service year during the employee's prior years ofservice 3. Employee is subject to a $15,000.00 lifetime limit on the catch-up amountsThe max amount under this catch-up is $3,000,note that if an employee is closer than $3000 away from the thresholds in items 2 or 3 above, the amount of the catch-up (if eligible at all) may be less than the full $3,000.To request the 15 year of service catch-up, contact PenServ to verify eligibility at 800-849-4001 or by email at service@penserv.com
